Post Sentence Authority welcomes new board members and the Hon David Harper AM as Deputy Chair
Justice Harper has been appointed to the position of Deputy Chair of the Post Sentence Authority. His arrival is a great complement to the Board given the range of experience he brings. His recent chairing of a review into the management of serious sex offenders was referred to as the Harper Review. The recommendations in this report led to the establishment of the Post Sentence Authority.
Justice Harper brings extensive experience to the Authority. He joined the Victoria Bar in 1970 and was appointed Queens Counsel in 1986. He served as a Supreme Court Judge for over 21 years. He has presided over several Commissions and Boards including the Victorian Bar Council, Law Reform, Judicial Conference of Australia and the International Humanitarian Law Committee of the Australian Red Cross.
Justice Harper was made a member of the Order of Australia in 2008 for his services to the community in law reform, humanitarian law (both domestic and internationally) and work for the judiciary. He was President of the Victorian Association for the Care and Resettlement of offenders between 1995 and 2012.
In his role as Deputy Chair, Justice Harper will support Judge Ian Gray in the leadership of the Authority. His appointment complements four other new appointees to the Board who bring further experience and expertio the Board:
Jeremy Cass (full time member): Mr Cass has extensive experience in criminal law and was admitted to the Supreme Court in 2003. Mr Cass has worked at Victorian Legal Aid as a Program Manager and later as Senior Advocate at Higher Court Appeals.
Angela Moran (full time member): Ms Moran was admitted to the Victorian Bar in 2009. Prior to the Bar, Ms Moran worked at the Victorian Office of Public Prosecutions in the Specialist Sex Offences Unit, and the Queensland Office of Public Prosecutions where she worked in the Major Crime division.
Paula Davey (sessional member): Ms Davey has extensive experience as a Councillor and community worker, receiving the Prime Minister’s Centenary Medal for outstanding service in 2001. She shares her time between professional and volunteer roles across a broad range of industry and community organisations, including the Mental Health Tribunal and the Victorian Board of the Medical Board of Australia.
John Griffin (sessional member): Mr Griffin has been a member of the Mental Health Tribunal and the Director of the Board of the Sentencing Advisory Council since February 2011. Mr Griffin has experience working across a diverse range of legal and business portfolios. Mr Griffin also previously worked as Executive Director, Courts and Tribunals at the Victorian Department of Justice, retiring in 2011.
